Present and former Penang govts trade barbs over RM5mil car park project


GEORGE TOWN: The former and present state governments are trading barbs over the controversial “Kancil car park”, blaming each other for the project at the foot of Penang Hill here.

Chief Minister Lim Guan Eng, who is chairman of the car park’s implementing agency Penang Development Corporation (PDC), claimed that it was approved by the previous Barisan Nasional administration.

“I didn’t want to say all this earlier as I didn’t want to give the impression that we are passing the blame. But now, we’re being blamed for approving it. We have proof dated back to 2007,” Lim told reporters after a talk at the Penang Skill Development Centre here yesterday.

He said the four-storey car park had been approved by the previous state government and funded by the Tourism Ministry under the Ninth Malaysia Plan to upgrade the Penang Hill funicular train.

Lim claimed that the current government had no say as “it was all decided” when he took office in March 2008, adding that he was also not updated on the project’s progress.

However, former state Tourism Development and Environment Committee chairman Teng Chang Yeow said he left office before the building plans were drawn up.

“Both the funicular train upgrading project and car park were planned by the previous administration in 2006 and 2007 after we received the Tourism Ministry allocation.

“By the time I left (in March 2008), the building plans and designs were not even ready. I never saw the building plans which were approved by the current administration,” Teng said, calling on Lim to be a “gentleman” and admit to an oversight in the car park design during the project’s implementation.

The car park, which has yet to receive its certificate of fitness (CF), has come under criticism for having very steep ramps, low ceilings and parking bays said to be only suitable for Perodua Kancil.

In a report, PDC general manager Datuk Rosli Jaafar said the opening of the RM5mil car park was delayed due to its failure in getting the CF, adding that it had also embarked on rectifying works like lowering the gradient of the ramps.

He acknowledged that there were shortcomings in the car park building plans, which were approved on May 21, 2009.

The Institute of Civil Engineering, which carried out an independent assessment of the building, had also decided to put up settlement markers on 22 of the car park’s pillars to check for signs of stress on the building, added Rosli.

“To date, there are no signs of stress. As a precautionary measure, the settlement (around the building) will be checked every three months for the next three years,” he said.
