What is a national level event?

DBKL rejected Bersih 2.0 committee’s application to use Dataran Merdeka for Bersih 3.0 sit-down rally with this stupid reason,

Bersih 3.0 is not suited to be held at Dataran Merdeka, as the venue is to be used only for “national level” events like celebrations and parades.

Bersih 3.0 can’t be held at Dataran Merdeka

KUALA LUMPUR (April 20, 2012): The Kuala Lumpur City Council (DBKL) has rejected the Coalition for Free and Fair Election’s (Bersih 3.0) plans to hold their April 28 rally at Dataran Merdeka.

Bersih 2.0 steering committee member Hishamuddin Rais said they received a letter from DBKL at around 11 am this morning.

The letter which Hishamuddin read out at the press conference states that the event is not suited to be held at Dataran Merdeka, as the venue is to be used only for “national level” events like celebrations and parades.

The letter was a reply to Bersih 2.0 committee member Maria Chin Abdullah who on Monday applied to use Dataran Merdeka for the sit down rally.

“Only national level events are allowed at Dataran Merdeka like the National Day celebrations and Federal Territory Day,” read the letter by DBKL Deputy Director of Operations Normah Malik on behalf of KL Mayor Ahmad Fuad Ismail.

Bersih 2.0 co-chairperson Datuk Ambiga Sreenevasan however said the coalition would go ahead with the planned rally and will not appeal the decision.

“They (DBKL) said our rally is not a national event. I am sure you will find many events at the Dataran which did not fall into the national events category,” she said at today’s press conference.

On Wednesday, DBKL denied receiving any application from the coalition on the planned sit-in. This was denied by the Bersih 2.0 committee who said the relevant parties had already been notified.

Today Home Minister Hishammuddin Hussein said in a statement that the sit-in is not a “security threat, as it has little traction with the people”.

Bersih 2.0, launched the event in the capital city following the failure of the Election Commission (EC) to implement the coalition’s eight demands after the massive rally last July 9.

DBKL could not be reached for comments.

Ambiga said that several amendments to the Election Offences Act 1954 which was tabled on Thursday night, was proof that the EC does not want free and fair elections.

She said among the amendments, are the deletion of Section 11 (c) of the act which previously required any print materials to have names and addresses of its printers and publisher.

“This means that anyone can now put up anonymous, defamatory, racist and sexist posters without identifying the publisher or printer,” she said.

Bersh 2.0 also criticised the additional clause on Section 14 1 (a) which gives power to EC to to determine the time slot for polling and counting agent, as this could also be used to limit third party election monitoring during elections.

All of the said amendments was passed by the Dewan Rakyat yesterday. Where an unprecedented 8 amendments and 5 motions were debated into the wee hours of the morning.

Asked if Bersih 2.0 was sure the amendments could be implemented before the next General Election, Ambiga said the “unholy rush” to pass the amendment, showed that the government and the EC plans to use it as soon as possible.
