Dakwaan terhahap rasush berleluasa di Malaysia berasaskan kepada beberapa sumber maklumat-maklumat seperti,

1. Laporan Ketua Audit Negara bukan bahan cetakan dari agensi asing, tetapi dimandatkan oleh Yang Dirpertuan Agong untuk mengaudit agensi-agensi kerajaan.

Laporan mengenai kes-kes rasuah and penyelewengan di badan-badan kerajaan boleh dimuatturunkan dari rangkaian tertera di bawah.

Sudah terbukti dalam laporan Ketua Audit Negara di mana keluarga Sharizat menyalahguna duit NFC untuk membeli kondo di Singapura. Apakah ini bukan rasuah? SPRM tutup mata saja! Jangan tuduh media social, padahal media BN seperti TV3 and Utusan memutar-belitkan kebenaran.

2. Penilaian indeks persepsi rasuah (CPI) oleh Transparency International telah diterima sebagai satu penilaian yang bertauliah dalam bidang rasuah oleh masyarakat antarabangsa.

Kerajaan BN menafi keputusan CPI tidak berasaskan statistik tidak benar sekali kerana persepsi dianggap sebagai satu nilai “attribute” dalam kajian statistik.

Saya sebagai Perunding Lean Six Sigma sanggup membahas dengan pakar-pakar statistik kerajaan di mana-mana pun mengenai soalan ini. Perbandingan indeks persepsi dengan lain-lain negara adalah satu penilaian yang berunsur statistik dan objektif.

Malaysia mencapai markah di bawah 5.0 bermaksud pretasi di bawah median dan kedudukan relatif pun terjatuh dari 31.5 percentile [56/178] di tahun 2010 ke 32.9 percentile [60/183] di tahun 2011.

Ertinya persepsi rasuah terhapda Malaysia adalah semakin teruk, satu lagi fakta tidak dikemukakan dalam buku putih kerajaan BN.

3. Global Financial Integrity (GFI) menganggarkan RM 855 billion duit haram telah menyelusup ke luar negara pada sepuluh tahun yang lalu dari 2001 sehingga 2010.

Malaysia adalah negara kedua teruk dalam penyelupan duit haram ke luar negara di Asia kalau duit haram per seseorangan rakyat [capita] diambilkira.

Duit haram per capita Malaysia adalah 21 kali ganda dari Indonesia, bermakna Malaysia 21 kali ganda lebih rasuah dari Indonesia.

4. Transparency International UK’s (TI-UK) memberi D- dalam penilaian rasuh di bidang pertahanan kerajaan.

Secara singkat, peluang mencari rasuah di Malaysia agak tinggi kerana tidak ada jawatankuasa pertahanan and keselamatan dan tugas pemautauan parliamen dihadkan kepada meluluskan bajet secara berkelompok am.

Tahap rasuah di bidang pertahanan Malaysia setaraf dengan negara-negara Bangladesh, China, Ethiopia, Kazakhstan, Rwanda and lain-lain. Kedudukan ini memang memalukan bagi Malaysia.

Sultan Johor pernah membidas Kementerian Pertahanan telah membayar SUV untuk pasukan gerak khas dengan harga berlipat ganda dari harga pasaran.

A summary of Malaysia on the TI-UK website – http://government.defenceindex.org/results/countries/malaysia#more – said that: “Political corruption vulnerability is high, as there is no defence and security committee and parliament’s role in the sector is limited to approving a general, aggregated budget.” It also stated that the Official Secrets Act hindered transparency.

The index, which surveyed 82 countries in a period running from July 2011 to November 2012, also found appointments and promotions perceived to be undermined by a degree of cronyism and non-meritocratic selection criteria.

“A Code of Conduct is not publicly identifiable, nor is anti-corruption training or outcomes of the prosecutions of personnel although the Malaysian Anti-Corruption Agency does list individuals charged with corruption, which has included military personnel,” added TI-UK.

5. Kontrak-kontrak kerajaan ditawarkan tanpa sebutharga terbuka, juga dikenali sebagai “pajat lembu” [rent-seeking]

Tender tanpa sebutharga adalah satu bentuk rasuah yang dihalalkan di Malaysia. Praktis ini amat merugikan rakyat-rajyat yang membayar cukai.

Sebagai contoh, litar kembar electrik KTM dari Ipoh ke Padang Besar ditawarkan kepada satu syarikat tempatan MMC tanpa sebutharga dengan harga RM12.7 billion.

Mengikut anggaran Pak Cik Khoo and tawaran alternatif dari satu syarikat tempatan lain, sebutharga terbuka akan mengurangkan kos project dari RM12 billion ke 7 billion.

Ini bererti kos lebihan RM5 billion terpaksa dibayar oleh rakyat-rakyat.

6. Pengalaman saudara-saudari sendiri dengan badan kerajaan.

Peniaga-peniaga yang dapat kontrak-kontrak kerajaan tanpa sebutharga perlu membayar duit kopi kepada pengawai-pengawai kerajaan merupakan satu raksiah terbuka.

Kalau anda tak bayar duit kopi kepada agen-agen dan baikpulih kenderaan di bengkel-bengkel berpakat dengan Puspakom, ujian kenderaan anda tentu tidak lulus pada kali pertama.

Banyak lagi kes-kes rasuah di sekeliling kehidupan harian kita seperti lesen lembu, kompaun palsu lalulintas, sebagainya.

Turkish Vehicle Firms Bank on Exports
ISTANBUL – Turkey’s flourishing armored vehicle makers increasingly are investing in the development and production of eight- and six-wheel-drive tactical vehicles, mainly for export.

The land warfare sector accounts for Turkey’s largest defense export deal: a $600 million sale of 257 Pars eight-wheel-drive armored personnel carriers and combat vehicles from FNSS to Malaysia, signed in February.

看到了吗?有关FNSS军备公司宣布最大的出口订单价值“6亿美元”是卖给马来西亚的257辆8X8装甲战车,6亿美元X 3.5= 21亿令吉。

但是国防部是用75.5亿令吉向国阵的朋党公司Deftech私人有限公司购买这批257部装甲战车。

为什么土耳其FNSS军备公司发布的业务报告声称,卖给马来西亚的257辆8X8装甲战车售价为21亿令吉,而国防部切用75.5亿来买呢?

国防部长阿末扎希“咦咦呀呀”答不出所以来!最后说21亿是没有包括引擎的!开什么玩笑?这种话也说的出口!

算算看75.5亿-21亿= 54.5亿不见了!你说够力不够力!!!

Rasuah lembu NFC is just a perception according to Umno, and this is supported by MCA & MIC. But rakyat are not stupid to accept that. Raja Propaganda BN Rais Yatim is trying to brainwash rakyat with this publication. He still regard kampung malays to be stupid like lembu.
